NAHASDA Home Repair Program

Repair projects already underway for Juneau and Angoon.

At Tlingit-Haida Regional Housing Authority, providing affordable housing opportunities and solutions, one family at a time is our mission. The rehabilitation program is one of many programs administered under the NAHASDA (Native Americana Housing and Self-Determination Act) funding.  This funding is a direct allocation from the Indian Housing Block Grant (IHBG) that the housing authority submits on behalf of our partners-federally recognized Tribes.  Tlingit-Haida Regional Housing Authority adminsters these funds and programs for those tribes that have designated T-HRHA as their Tribally Designated Housing Entity (TDHE).  The programs are a direct reflection of the housing needs and concerns targeted by each individual tribe and their community. The Home Rehabilitation or Repair program serves to perform repairs, upgrades, rennovations and improvement to the homes of tribal members where there are health and safety, emergency, and energy efficiency issues present.

Program Terms

Program Qualifiers to define eligibility

Applicant must meet the following eligibility guidelines:

~ 80% of Less of Median Family Income (MFI) based on family size.*
~ Must Provide Certificate of Degree of Indian Blood/Tribal Enrollment Card

If the applicant does not own the home and is currently renting from a Native Landlord, the following information will also be required:

a. Certificate of Degree of Indian Blood for the Owner of the unit
b. Income Documentation for the Owner. (The Owner must also be determined income eligible.)
c. Copy of the current lease between the renter and the owner. (If there is not a current lease, then they must enter into one prior to any work being done on the unit.)

* There is a special provision for those determined to be 80% to 100% of MFI and over 100% of MFI which are as follows:

80% - 100% MFI: Each community may use up to 10% of their total NAHASDA funding allocation for those applicants who fall into this category. Please check with our office to find out what the total amount of funds for this category.

100% of MFI: To consider those applicants over 100% of MFI and to use more than 10% of the allocated funds for 80-100% MFI, the housing authority must request approval from HUD. Each request from the individual communities will be handled on an individual basis with the housing authority.

The procedure in this program is as follows.

  • THRHA will pre-screen applicants to make certain they meet NAHASDA requirements (tribal enrollment, income levels, credit history).
  • If approved by your lender, THRHA will inspect the property for eligibility
  • Your lender will establish terms and guidelines for its portion of the loan.
  • In the event of default, THRHA will have first right of refusal to purchase property.

The Down Payment Assistance Program is not available to the general public per se, please read the eligibility requirements before downloading or submitting your application. The next step is to fill out the application and submit it to the Down Payment Assistance Program Manager. Here's your check list for required application information.

  • A signed copy of the Housing Assistance Application
  • ALL Applicants (Mandatory)
  • Release and Agreement Not to Sue ALL Applicants (Mandatory) Notarized
  • Promissory Note for Trailers in trailer courts OR Deed of Trust Agreement (Mandatory) Notarized
  • A copy of or application for your certificate of Indian Blood, or a copy of your tribal enrollment card. ALL Applicants (Mandatory)
  • A copy of a Warranty Deed or a Quit Claim Deed to your House OR a copy of the Title to your Trailer. (Mandatory)
  • Copies of each household member’s most recent income tax statement form 1040, Including all PFD’s, social security, retirement, disability, unemployment benefits, child support, alimony, per capita payments, and interest.
  • Copy of each house hold member Shareholder Dividends (Mandatory)
  • We strongly photographs of the house, (Both interior and exterior) as it stands today. (Helpful, but not Mandatory)

Please check with your local Tribal office to see if they have a NAHASDA program open in your community. Use the NAHASDA application cover checklist to turn in all required documents when turning into your local tribe office.
