Down Payment Assistance

NAHASDA Sponsored Program

Tlingit-Haida Regional Housing Authority has a limited amount of funding available for down payment assistance for Alaska Native and American Indian families living in the Juneau community and earning less than 100% of the median family income (MFI). Median family income determination is done annually by the Federal Government and generates a table of data computing the median family income values using number of household against the total household income.

Terms of Program use

Tlingit-Haida Regional Housing Authority's Down Payment Assistance Program which is sourced by NAHASDA funding, comes with terms or conditions you are required to agree and adhere to during the commission of your application acceptance. The terms for this program are..

  • Up to $20,000.00 loan may be used for down payment and/or closing cost (excluding prepaid closing expenses)
  • Assistance  from THRHA becomes interest bearing 2nd mortgage*
  • 1.5% loan origination fee
  • $50 processing fee due at time of application
  • 10 year term.  No repayment for the first 5 years
  • Every year for the first 5 years, 10% of the loan will be forgiven as long as the borrower owns and remains in the property.  Any remaining balance will be amortized over the remaining term of the loan
  • Interest Rate = 5%
  • Payoff required if property is sold prior to maturity
  • Borrower’s total cash holding after closing may not exceed $3,000.00
  • Financing from a bank or mortgage lender required
  • Purchase price may not exceed $240,000
  • Mobile Homes are not eligible

The Down Payment Assistance Program is not available to the general public per se, please read the eligibility requirements before downloading or submitting your application. The qualifiers are..

  • This program is offered to individuals or families that are either Alaska Native or American Indian. You must provide provide proof of status via a "Certificate of Native Blood". If you do not have this provision, you can download an appication below.

  • Must be Alaska Native or Native American tribal member
  • Household income must not exceed 80% MFI (See 2006 MFI Table)
  • Borrower must show need (qualification for bank loan is contingent on our assistance)
  • Must be first time homebuyer
  • Property must be owner-occupied
  • Applicant required to attend certified first time homebuyer class

* Household income is defined as gross annual income of the mortgagor(s), family members over the age of 21 and other individuals over the age of 18 who occupy the dwelling on a permanent basis. All sources of household income such as salary, total wages, dividends, interest, longevity bonuses, royalties, annuities, pensions, VA compensations, alimony, child support, public assistance, disability payments, social security benefits, unemployment compensation, trust income, Alaska Permanent Fund and income made from business or investments will be considered to determine eligibility for this program.

The next step is to fill out the application and submit it to the Down Payment Assistance Program Manager. Here's your check list for required application information..

  • Fill out (URLA) Uniform Residential Application.
  • Fill out Credit Verification Authorization (Release of Information)
  • Completed and signed copies of IRS tax returns including W2 and wage schedule s for the past 3 years (both applicants if applicable).
  • Copies of your most recent paycheck stubs (both applicants if applicable).
  • Copies of last 2 months bank (savings, checking, etc) statements for all deposit accounts.
  • Copy(s) of valid and current driver's license (both applicants if applicable).
