What we do:

The Development and Construction Management staff members are the working hands of the Housing Authority and are responsible for construction and maintenance of over 850 affordable housing units that are owned and operated by Tlingit-Haida Regional Housing Authority across thirteen Southeast Alaska communities. Once a housing project and its funding have been identified, the Development, Construction and Maintenance staff makes sure that the project is seen from initial planning through completion and inspection of the project - on time and within budget! To assist clients within these communities, Development and Construction Maintenance staff employs community-based field representatives, who conduct regular inspections of our affordable housing units to insure that each home is properly cared for an that the neighborhoods are safe.

Our Development and Construction Management Manager Craig Moore, oversees all operations and ensures that all program guidelines including NAHASDA are enforced appropriately. He coordinates with DCM staff to ensure communication and support with our field reps and funding sources. Our Property and Maintenance Coordinator Keith Bell, is in charge of all THRHA field representatives and direct operations for unit rehabilitation, allocation of equipment and supplies and directs maintenance crews. Keith also manages all work order logs, structures training programs for the field representatives, specifies appropriate material and techniques and serves as DCM's CIS support. Our NAHASDA Coordinator Harold Houston, supervises all NAHASDA repairs programs for all of Southeast Alaska. Harold also performs onsite inspections of units and properties for both DCM and our Realty Corporation and develops client summaries, cost analysis and repair budgets. Our NAHASDA Technician Steve Bennett, conducts all background research and verification for all applicants working closely with THRHA's Mortgage Loan department where necessary. Steve also assist clients with pre-application questions related to NAHASDA working closely with Tribal Housing Liaisons. He also assists with purchasing and contract administration, bidding and procurement policy processing. Our Property and Maintenance Technician Robert Wolfe, conducts all Southeast Alaska THRHA rentals and new mutual help assigned units for their required annual inspections. Traveling much of the time, Robert manages all unit deficiency notices to clients, provides counseling repairs and improvements to our tenants. Our Environmental Technician Diana Arnold, conducts all environmental reviews based on Federal regulatory requirements on any properties that receive NAHASDA assistance. She also conducts environmental assessments for undeveloped properties and works closely with SHPO, Corps of Engineers, Wetland Delineations, Hazard Containment, fuel spills and other Dept. of Environmental Conservation issues. Diana also performs other critical support activities for DCM.

Development, Construction and Maintenance staff also implements the NAHASDA-funded home repair programs for our tribal partners, which have elected to use a portion of their annual HUD funds to make health and safety related repairs to homes owned by tribal members who cannot afford to make the repairs themselves.
